EOTAS and IDPs in Wales: a parent guide

Education Otherwise Than At School (EOTAS) does not automatically mean a learner has ALN, but a learner receiving EOTAS can have an IDP and the plan may need early review when circumstances change.

Information, not legal advice.

Wales uses the Additional Learning Needs (ALN) system and Individual Development Plans (IDPs). England EHCP guidance does not apply.

IDP and EOTAS are different decisions

Welsh Government guidance explains that an IDP is not required simply because a learner receives EOTAS. The ALN legal test still applies.

Review the plan when circumstances change

If a learner with an IDP moves into EOTAS, ask whether the description of need, ALP and delivery arrangements still make sense in the new setting.

Keep clear records

Record attendance, provision actually received, professional involvement and any gaps. These records help make review discussions concrete.
