Home education and IDPs in Wales: what happens to ALN support?

Home-educated children can still have ALN and an IDP. Welsh Government guidance says a local authority preparing an IDP should identify appropriate ALP and consider what parents can provide or arrange and what the authority must secure.

Wales uses the Additional Learning Needs (ALN) system and Individual Development Plans (IDPs). England EHCP guidance does not apply.

Who is responsible?

When responsibility moves from a school to the local authority, the authority should consider the child’s ALN and the ALP required in the context of home education.

Reviews continue

Welsh Government guidance states that a local-authority-maintained IDP must be reviewed at least every 12 months and may be reviewed earlier when needed.

If you disagree

The usual local-authority disagreement and appeal routes remain available for eligible decisions concerning a home-educated child’s IDP.
