If a local authority decides to cease maintaining an IDP, ask for the written decision, reasons and appeal information. Do not rely only on what was said in a meeting.

Information, not legal advice.

Wales uses the Additional Learning Needs (ALN) system and Individual Development Plans (IDPs). England EHCP guidance does not apply.

Check the evidence

Compare the reasons with current evidence about ALN, progress and continuing ALP. Progress alone does not tell you whether support is no longer required.

Respond in writing

Identify factual gaps, new evidence and the provision you believe remains necessary. Keep the response focused on the learner’s current needs.

Appeal rights

Certain local-authority decisions to cease an IDP can be appealed to the Education Tribunal for Wales. Check the decision notice promptly for the applicable route and deadline.
