School or college placement in a Welsh IDP: what parents should know

Some placement decisions connected with an IDP can be challenged. The route depends on who made the decision and what the IDP says, so get the written decision and reasons first.

Information, not legal advice.

Wales uses the Additional Learning Needs (ALN) system and Individual Development Plans (IDPs). England EHCP guidance does not apply.

What to check

Check the named institution or type of placement, the ALP required and whether the proposed setting can deliver it.

Evidence for your preferred placement

Focus on the learner’s needs, provision and practical ability of the setting to deliver that provision rather than preference alone.

Challenge route

For school decisions, local-authority reconsideration may be required first. Certain local-authority placement decisions can be appealed to the Education Tribunal for Wales.
