School is not providing the ALP in an IDP in Wales — what can you do?
If provision written into an IDP is not being delivered, start by documenting the gap and asking the body maintaining the IDP how and when the required ALP will be secured. ALP recorded in an IDP is not merely an informal suggestion.
Wales has its own ALN framework. England EHCP guidance does not apply to learners educated in Wales.
Document the problem
Keep a factual record of the provision the IDP says should be provided, what actually happened, dates or frequency of missed support, and any impact on learning, attendance, distress or progress.
Raise it with the setting
Write to the class teacher and ALNCo, identify the exact IDP wording, and ask for a written explanation of how the provision will be delivered consistently. Request an earlier IDP review if necessary.
Escalate appropriately
If the issue is not resolved, use the setting’s complaint route and contact the responsible local authority’s ALN information/advice and disagreement-resolution service. If the problem concerns the content of a school-maintained IDP, local authority reconsideration may be appropriate.
Separate content from delivery
A dispute about what the IDP should contain is different from a failure to deliver provision already specified. Be clear about which problem you are raising, because the next step can differ.
