Who this pack is for

This resource is designed for families and young people in England who already have an EHC plan or are preparing for an annual review. It can also help you organise information before speaking with a SENCO, local authority case officer, SENDIASS adviser or other professional.

It does not replace independent legal advice and it does not determine whether a local authority, school or other body has complied with the law.

Key annual-review checkpoints included

The workbook highlights the current statutory checkpoints used for annual reviews: relevant advice and information at least two weeks before the meeting; the written review report within two weeks afterwards; the local-authority maintain/amend/cease decision within four weeks; and, where amendments are proposed, at least 15 days for representations.

Always check the latest official guidance because law and policy can change.

How to use it

  1. Download the PDF for printing, or the Word version if you want to type directly into the worksheets.
  2. Start with the one-page child or young person snapshot and the priorities page.
  3. Give each piece of evidence a short reference so you can cite it clearly.
  4. Use the needs-evidence-provision map to connect Section B needs with Section F provision and your evidence.
  5. Before the review, complete only the pages that are relevant to the issues you want to discuss.
  6. After the meeting, use the deadline tracker to record the local authority's decision and any proposed amendments.
