How to Change an EHCP in England: Reviews and Amendments
If an EHC plan no longer reflects the child or young person’s needs, provision or placement, raise the changes in writing. Annual review is the usual route for reviewing the plan, but significant changes in needs can also make a reassessment appropriate.

When a change may be needed
Common reasons include new or changed needs, provision that is no longer sufficient, professional advice that changes what support is required, a placement issue, or outcomes that no longer fit the child or young person’s stage of education.
A change in circumstances does not automatically mean every part of the plan must be rewritten. Focus on what has changed and the evidence that supports the requested amendment.
Route 1: annual review
The annual review must consider whether the EHC plan remains appropriate and whether changes are required to needs, outcomes, provision or educational placement.
Before the meeting, identify the exact sections you want amended and send the evidence supporting each change. Ask for the review report to record the recommended amendments clearly.
Route 2: ask the local authority to amend
The SEND Code recognises that plans may be amended outside the annual review process where changes are needed but a full reassessment is not necessary. Put your request in writing to the EHC case officer and explain the change, evidence and sections affected.
If the local authority proposes amendments, you should receive an amendment notice and have at least 15 calendar days to comment.
Route 3: request a reassessment where needs have changed significantly
A parent, young person, education setting or relevant health body can request a reassessment. A reassessment may be appropriate where needs have changed significantly and a fuller new assessment is required.
The local authority can refuse a reassessment in some circumstances, including where less than six months have passed since the previous assessment or where it considers a further assessment is not necessary.
Keep the request precise
- Quote the current section and wording.
- State what has changed since the plan was written or last reviewed.
- Attach the evidence supporting the change.
- State the change you are asking the local authority to consider.
- Keep a dated copy and ask for the response in writing.
